TSU-AFES enters as finalist for 2020 Government Best Practice Recognition
Tarlac State University’s Automated Faculty Evaluation System (AFES) is among the 26 finalists out of 73 entries in the 2020 Government Best Practice Recognition (GBPR) organized by the Development Academy of the Philippines (DAP).
As finalist, the best practice was virtually presented to a panel of judges on October 23, 2020 where the top 10 best practices were chosen.
The AFES is an integrated and automated web-based system designed for the convenience and needs of students in evaluating their professors and instructors which considers fairness, confidentiality, and simplicity.
It is linked to the three web portals of the university accessed through the TSU website, namely student portal, faculty portal, and employee portal.
Through this innovation, the internal monitoring of instruction services has improved which sustains the delivery of quality instruction. Immediate mentoring of the teaching workforce is possible since results can be generated real-time
Moreover, classes are no longer interrupted with the manual evaluation mechanism since students can now evaluate faculty members through the student portal before they can view their grades after midterm and final exams.
In terms of office operations, the Human Resource Development and Management Office (HRDMO) streamlined the evaluation process (facilitation to report generation) from 104 days to two days due to the automation.
Also, manpower involved in the evaluation has been reduced from 16 to two which gave the office more time to focus on empowering employees through coaching and mentoring.
Consequently, this digitization resulted to 73 reams of paper saved per semester.
The university, through Dr. Niño B. Corpuz, Vice President for Planning and Quality Assurance, submitted the AFES last July 2020 along with two other entries, the electronic Document Management System (eDMS) and performance monitoring and evaluation scorecard.
In an interview, Vice President Corpuz said that the AFES is the first web-based evaluation system developed among state universities and colleges in Central Luzon which incorporated the NBC 461 QCE Instrument.
It was developed by the university’s Innovation Team (iTSU) through the Public Sector Productivity Innovation Laboratory Project under DAP. The team is composed of Dr. Marlon Gamido, Dr. Jasper Jay Mendoza, Prof. Redemptor Toledano, Dr. Jonathan Gabriel, Dr. Lea Milan, Engr. Maricar Banting, Ms. Winniefe Gutierez, and former HRDMO director Ms. Geraldine Ann Lenon with the guidance of the TSU president Dr. Myrna Q. Mallari.
HRDMO director Mr. Marlon C. Dela Cruz and College of Computer Studies dean Dr. Marlon V. Gamido presented the best practice to the GBPR panelists on behalf of the university.
The GBPR is an initiative of the Academy to promote, showcase and share outstanding and innovative practices demonstrated by the public sector organizations.
