Ease of Doing Business to be implemented in TSU

Tarlac State University implements Republic Act No. 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018” through TSU Memorandum Circular No. 11, s. 2019, dated August 16, 2019.

RA 11032 aims to streamline the current systems and procedures of government services. This is a product of the joint efforts of the Anti-Red Tape Authority (ARTA), Civil Service Commission (CSC), and the Department of Trade and Industry where this law effectively amends RA 9485 or the Anti-Red Tape Act of 2007.

This is the landmark law of the Duterte administration that addresses priority no. 3 of the 0+10 Point Socio-economic Agenda to improve competitiveness and ease of doing business in the Philippines, according to the website of ARTA.

The Human Resource and Development Management Office and the Office of Public Affairs and Information facilitated a seminar on September 4, 2019 at the TSU AVR to further explain the act and highlight its applicability to the university with Prof. Gherold Benitez and Prof. Winifredo Luis as resource speakers.

TSU will conform to the rules and regulations of the said act especially the following:

  • Rule III Section 2(d): reducing the number of signatories to three for shorter processing
  • Rule IV Section 1: limiting the processing time for a) simple transactions to 3 days; b) complex transactions to 7 days; and c) highly technical transactions to 20 days including activities which pose danger to public health and safety and public morals or publicity
  • Rule V Section 1: implementing the “zero-contact policy” that prefers the electronic submission of applications, requests and/or payments
  • Rule VII Section 2: stating the liability of receiving officers and requiring them to 1) inform of any deficiencies, 2) assign an identification number for the application/request, and 3) give an acknowledgement receipt

The resource speakers enjoined the different offices in the university to revisit and review their respective procedures and charters and their compliance with the discussed law.

The university hopes that by enforcing RA 11032, it will further improve the efficiency of its services for the benefit of the students, personnel, and other university stakeholders and clients. [Jodie Andrea G. Pangilinan]
