Guidelines On The Implementation Of The Faculty And Personnel Scholarship
Pursuant to the Administrative Order No.__ series of 2015, the guidelines on the implementation of the Faculty and Personnel Scholarship grants are hereby adopted:
1. RATIONALE
1.1 The Tarlac State University as one of the state universities in the Philippines, adheres to the set of policies, laws, rules, and regulations pertaining to availment of scholarship privileges set up by the University.
1.2 Appointment status, educational qualifications, fields of specialization, and University priority programs are the bases of evaluating a candidate for scholarship grant.
1.3 The Faculty and Personnel Scholarship Committee (FPSC) is entrusted by the President, through an Administrative Order, to draft and implement the guidelines on Scholarship Program of the University.
2. SCHOLARSHIP COMMITTEE
2.1 The Committee shall be named Faculty and Personnel Scholarship Committee (FPSC), herein referred to as the Scholarship Committee.
2.2 The Scholarship Committee shall be composed of the Vice President for Academic Affairs as Chairperson, Vice President for Administration and Finance, Director of the Planning Office, Director of Budget, Director of Administrative Services, Director of Human Resource and Development Office, President or representative from the Faculty-Personnel Union, and President or representative from the Non-Academic Staff Association as members, and a HRMDO Staff who shall act as the Secretary.
2.3 The main functions of the committee are the following:
2.3.1 Evaluates the application and other pertinent documents of the faculty member or personnel;
2.3.2 Determines the availability of slots anchored on the thrusts and road maps of the Institution to become a premier University in Asia and the Pacific region.
2.3.3 Decides and recommends scholarships for proper action to be approved by the University President; and
2.3.4 Monitors the performance of the grantee.
2.4.5 Ensures that all permanent faculty members and personnel have equal access to the scholarship under the different schemes.
3. DEFINITION OF TERMS
3.1 Higher Education Institution (HEI) - refers to an educational institution, private or public, duly registered by the Commission on Higher Education (CHED) with at least Level II accreditation status, or belonging to the top 1000 schools in Asia and the Pacific region where the candidate applies for scholarship (excluding TSU).
3.2 Full Time Faculty or Academic Personnel - refers to the faculty member with permanent status of employment
3.3 Non- Teaching Personnel - refers to the rank-and-file employees of the institution with permanent status of employment
3.4 Teaching Candidate - pertains to a faculty member with at least two years permanent status of employment who applied for scholarship.
3.5 Non-Teaching Candidate - refers to a rank-and- file employee with at least two years permanent status who applied for the scholarship
3.6 Grantee - refers to the tenured employee whose application for scholarship program of the university has been recommended by the FPSC, for approval by the University President and the Board of Regents.
3.7 Scholarship Contract - the written legal document signed by the grantee, scholarship Committee, and the University President, properly notarized by a lawyer, and submitted to the FPSC through the Human Resource Management and Development Office.
4. TYPES OF SCHOLARSHIP PROGRAMS /SCHEMES
4.1 A university sponsored grantee is entitled to the following privileges depending on the Scholarship Scheme applied for:
4.1.1 Tuition Fees and other School Fees | Actual |

4.2 Description of the Types of Scholarships:
4.2.1 Scheme A - is a scholarship privilege open to all faculty members and non- teaching personnel with three years permanent status who shall undertake Masteral or Doctoral degree in line with their field of specialization. Under this scheme, the Personnel will sign a Scholarship Contract, will receive the monthly salary, plus monthly stipend, book allowance, full tuition fees, as well as all the benefits from the TSU administration while on a two-year and three-year scholarship terms for Masteral and Doctoral degrees respectively.
4.2.2 Scheme B - is a scholarship privilege where the teaching personnel receives teaching deloading, maximum of six units. The non-teaching personnel on the other hand, is required to work for four hours per day. The grantee shall be entitled to receive thesis/dissertation aid (4.1.4) and salary plus benefits (4.1.5).
4.2.3 Scheme C - is a scholarship privilege for the non-teaching personnel with permanent tenure. The personnel can undertake a bachelor's degree in line with the nature of his/her job and interest. He/she is working on a flexible time schedule and is given the chance to pursue his/her studies. The grantee is entitled to all the items in section 4.1.
4.2.4 Scheme D - is a scholarship privilege for any faculty member and non-teaching personnel under a fellowship grant funded by a private institution, university, or agency, either nationally or internationally.
5. QUALIFICATIONS CRITERIA
To be eligible, the following qualification standards should be satisfied:
5.1 Status of Employment - permanent and must have served the university for at least two (2) years
5.2 Performance Rating - two (2) consecutive satisfactory performance rating based on the Personnel Evaluation Form (PES) and Individual Performance Commitment Review (IPCR).
5.3 Age - maximum age is 48 to be able to serve the required number of equivalent years of employment attached to the contract of the scholarship. For every year as a scholar, he/she has to serve the university for three years.
5.4 Health Condition- the candidate must be in good health status as attested by the university physician through the medical certificate.
6. ADMINISTRATION OF THE SCHOLARSHIP PROGRAM
6.1 The candidates should have complied with the requirements prior the filing of application to FPSC.
6.2 The requirements for a scholarship grant include the following:
6.2.1 Letter of Application or Intent addressed to the President through the FPSC
6.2.2 Endorsement from the College Dean or Director of the Unit confirming that the field of specialization applied for is the same or vertically aligned with the Baccalaureate degree for Master's, or Doctoral degree, and based on the priorities of the university.
6.2.3 Notice of Acceptance from the University or school where the faculty member or personnel plans to enroll.
6.2.4 Results of PES or IPCR with a Satisfactory Performance.
6.3 Evaluation of the candidates shall be done by the FPSC prior to endorsement to the President, consideration by the Administrative/ Academic Council, and final approval of the BOR.
6.4 The FPSC shall monitor regularly the grantee's performance (i.e. at the end of each semester) and transmit the same to the President and Vice-Presidents/ Deans/ Directors concerned.
6.5 Choice of School
A grantee may choose venue for his/her studies after a written request has been recommended by the FPSC and approved by the Administrative Council provided that:
6.5.1 The grantee enrolls in a University categorized as one of the top 1000 Universities in the world or in a University where the program has at least Level II Accreditation.
6.5.2 In case of non-institutional funded scholarships, approval of transfer shall be solicited from the sponsoring agency.
6.7 Requests for extension of study leave shall be endorsed by the Dean/Director and must be supported with grade reports together with a statement from the adviser certifying the needed period by the grantee to finish his/her degree.
6.8 Request for extension should be filed at least one month before the current semester or summer ends.
6.9 Should the grantee fails to complete his/her degree notwithstanding the one semester extension, he/she shall be required to go on a study leave without pay and stipend for one year.
6.10 If unable to complete the degree despite the extension granted and the allocated period for a study leave without pay, the grantee is expected to render service as stipulated the Scholarship Agreement. Further, he/she has to pay back the University the entire privileges received corresponding to the amount for the duration of the unfinished scholarship, the monthly payment of which shall be prorated based on the remaining number of years in service.
6.11 Should the grantee decides to finish his/her studies in the same university stipulated in the contract, the refund will be discontinued only upon submission of credentials indicating that he /she has finished the degree.
6.12 For a justifiable cause, a grantee may appeal to the FPS C for the deferment of his/her Scholarship for one term, but not to exceed one school year. Upon approval of the President, he/she will be allowed to report for work.
6.13 Except in cases beyond the grantee’s control, no grantee shall be allowed to carry an academic load below the normal load indicated in his/her field of study.
6.14 No grantee is allowed to change his field of study unless endorsed by the FPSC and approved by the President.
6.15 A grantee must submit the following documents to the FPSC, and copy furnish his/her Respective Vice-President/ Dean/ Director at the specified time:
6.15.1 Program of study immediately after the end of first semester/trimester prior to enrolment of the following semester/trimester.
6.15.2 Progress report of studies to include official report of grades and adviser's assessment every end of the semester/trimester.
6.16 Failure of the grantee to submit the documents at the specified time shall cause the Administration to withhold the grantee's stipend and school fees for the following semester/ trimester.
6.17 The University should neither give teaching load, with or without honorarium, or incentive to a Scheme A grantee, nor should the grantee be allowed to engage in any gainful employment outside the University while on scholarship, subject to the provisions of the agreement. Likewise, the Scheme B grantee is not allowed to take honorarium classes for the duration of the scholarship grant.
6.18 Seminars/workshops attended during the scholarship period shall not be credited for NBC 461 evaluation for any promotional scheme.
6.19 Within 30 days upon return from the scholarship, a grantee shall submit a completion report to the President, copy furnish the FPSC and his/her respective Vice- President/ Dean/ Director.
6.19.1 Diploma or certificate from the university that he/she has finished the study
6.19.2 Letter signifying his/her intention to return to work
6.19.3 Hard copy of the dissertation
6.20 Grantees of scholarship contract which is still enforced upon the effectively of these guidelines shall be entitled to the benefits, provided the unexpired term falls within the paid scholarship period.
6.21 Administration of cases considered as special and extraordinary will be processed as approved by the Scholarship Committee.
